My CPU fan is running faster than it was.

My CPU temp is only 30 C and my CPU Fan is running 4000+ rpm all the time. I have cleaned everything but no change.

What is your setup and are you speaking idle or under stress? All applications or just a certain one?

Can you give more info on what you cleaned and how?
Have you checked your Bios settings to make sure they are the same and if you are using any type of fan controller hardware or software.

This has happened before and I cleaned the CPU fan then it became OK, But this time there is no change after cleaning the Fan. I haven't changed anything in the bios and there is no fan controller.

Did you blow out the Cooler fins also? I have had to take a compressor to my fans and cooling radiators
