my cpu fan stops for 5 seconds

I installed my processor and its fan to the motherboard .......but my cpu fan just stops for 5 seconds and then continue to rotate and then again stops for 5 seconds and continue to rotate...and nothing on the screen....

Can be bios problem or voltages/clocks problem.
If with another (older) CPU will be the same problem - feel free to RMA.
