Question My CPU goes to 0.40 ghz while playing any game even bluestacks emulator

my laptop is an Acer nitro 5 an15-43 model.I usually play without a problem.I clean my lap with the help of a computer service guy. Now again I faced that lag issue and cleaned by giving to the service provider 0.40 GHz while playing any games. cleaned and applied cooling components too but now also there is issue.MY heat sink(pipe) is fully dried too..but the technician said thats not much a problem because before cleaning i run low games smoothly.I dont know what to do..please help..there is no heat felling too..no heat but my fans are running 4000 rpm almost always now

Use hw monitor to see what your cpu and gpu temps are getting up to. HWMONITOR | Softwares | CPUID You can post the results.
