My CPU got no turbo boost?

I got a lenovo y50 UHD edition with the following specs:
8GB RAM
Intel core I7 4710HQ 2.5 ghz (Shouldn't it turbo boost up to 3.5 ghz?)
GTX 860M 4GB

However, when I went to task manager to check it's performance, I saw that it's only about 2.45 ghz even when rendering, i went to bios to check about turbo boost and found nothing related there. what is happening?

Throttling. Your CPU gets into throttling and turn off turbo boost feature when you reach 65+ celsius . It is known *issue* with Lenovo y50, i have the same Lenovo y50.

I actually did it to my 1080p screen, since it was pretty mediocre quality TN panel. I got it replaced with IPS.

This sucks! the screen really costs. is there anyway to make it 60 HZ If I downscaled it to 1080p

I just did experiment and disabled my intel drivers from device manager and guess what? my refresh rate boosted to 64hz, but i can't play games tho.
