30-40 performance upscale 2080 over 1080. For sure more on...
When considering your monitor MSI Optix 34" 100Hz .. which is UHD. But you haven't mentioned about the res.. you playing.
If you playing MAX at such res i think these numbers can be expect. ryzen 5 1600x is no big deal in UHD.. But also concern there can be background tasks runing ( Most of the time windows updates) while you gaming ... so they can prevent you from getting the full performance.

not really no background apps are running windows update is disable i had a 1440p omen monitor 75 hz i play at full setting high resolution no problem only now that i start using this monitor also io have a Beng 27 144hz same problem
i already reinstall Geforfe exp no fix i restore motherboard to normal setting nothing change
update mobo to last bios update my zotac Bios
nothing seams to help at all
the last thing for me to reinstall windows 10

i update all my drivers
reinstall all drivers nothing help at all
it start happening when i change to this monitor
i had a omen 32" 1440p 2k 75hz i play everthing at max no problem at all

i had a omen 32' 2k 75hz i play at high Res and everything was fine
but now with this monitor is 100hz i though it was gonna be better since is 100hz
its weird :/

so my 1080ti cant handle this monitor ?
or is my cpu ?

same thins and also the game play cut the screen to a smaller size :/
also like that how you told me in GPU use is 0 now
FPS are 40 45 :/
and its weird becouse wheni do this benchjmark (userbenchmark) at the end it say gaming 134%
UFO
Nvidia GTX 1080-Ti-$808
261,483 User benchmarks, average bench 149%
Gigabyte(1458 3751)
CLim: 2037 MHz, MLim: 2808 MHz, Ram: 11GB, Driver: 416.34
Performing above expectations (71st percentile)

i update the last comment on ur other post about the benchmark

why you think is going on ?
do you have instagram maybe you can help me more i was already getting tired of this thing but now i have hope :)
mine is @theponcefamily12

How about the CPU usage while benchmarking.. Are you sure the card hits at near 99% during the process?
As your one is factory OC... i think it's under performing for some reason.

I think it's good stick to the thread since others also can participate with their ideas as well.

the GPU use is 95 to 100

but not on gaming

i though with 100 hz monitor was gonna be 100 fps with the vertical sync thing enable
but i guess not
with the omen 32" 75 hz the vertical sync was enable i was getting 75 fps playing black ops 4 as max setting and 150 render

Not every time if the PC is powerful enough to make more FPS then using V sync you can bring them down near monitors refresh rate to avoid tearing but in this case i think even without the V sync it will not do 100 not even near. if you really want to go beyond that then i would rather suggest some hardware upgrades. or disable V sync where you can increase some FPS on current monitor

If you Logic is true then anyone would have make cheap i3s and turn V sync ON on 144P monitors to get 144FPS?
Why i7,R7?

im reinstalling everything now
this are my components
ryzen 5 1600x
2x8 corsair vengeance pro RGB 3000mhz
zotac 1080ti extreme
i have a custom water loop
temps on idle 34 38c
full load 46 56c
case Corsair obsidian 900d
20 120 mm fans
motherboard : asus rog strix b450-f
850 80 plus gold thermaltake rgb PSU
samsung 970 m.2 500 gb
samsung evo 256gb ssd

so is best to get R7 or i7 processor ?

Depends on the task R7 good for multi tasking which are like rendering/Runing VMs/Decoding Hi Res VIDS mainly becuse R7 comes with 8C 16T and i7 is better do the same but especially in gaming i7 8th to above seems perform well because of their higher single core performance.. so it depends.

i7 8700K 6C 12T
i7 9700K 8C 8T (Lacks Hyperthreading)

Then you have to change the motherboard as well but i'm not recommend that because for gaming you don't need such a big CPU with tons of cores because mainly games will not use more that 4-6 cores nowadays. R7 will be fine for UHD gaming also you don't need to change motherboard. But for best performance on high resolution Intel will be the best option so far. GPU is also to consider as we speaking of UHD gaming

so far right now shadow of the tomb raider is getting 91fps GPU usage 99% cpu 35-37
core clock 4000mhz ram 6241mb
game is at high setting not ultra

30-40 performance upscale 2080 over 1080. For sure more on 2080ti as well.

Solution
