My cpu is always at 100%. My Gpu ranges from 60-90%. Bottleneck? (rainbows six siege)

I just got a new graphic card, and now I'm addicted with Rainbow Six Siege.
I get 50-70 fps. Fps drops to 40-50 when shooting with aims down.
My fps doesn't change, no matter the settings. Ultra or low.

Does this mean that my cpu is bottlenecking my graphic cards?

screen resolution: 1600x900
ram: 8gb ddr3 1600mhz
