My CPU is ALWAYS at 99%

So for the past week or so I've realized the games I've been playing have been stuttering occasionally. So I decided to check my Task Manager to see if any processes are using an excessive amount of CPU or GPU and I found that 99% of my CPU is being used at all times. The task that is most demanding at any given time usually uses a majority of my CPU, regardless of how minuscule the task is. If I only have task manager open it takes up to 80% of my CPU for absolutely no reason. I have a relatively decent CPU that should be able to multitask fairly well and this issue has never occurred in the past 6 months I've had this PC. It does not interrupt singular tasks as much as it interrupts me trying to multitask. No matter how little tasks I have open, 99% of my CPU will always be allocated. Additionally, it is not one singular program or set of programs using a majority of my CPU, rather it is whatever processes are currently open. I have run multiple virus checks and nothing has turned up, I have checked my hardware (there seem to be no deficiencies) and clean my PC regularly.

As for a list of my parts:

CPU: AMD Ryzen 5 1400 (Quad Core @3.2GHz no overclocking)

GPU: Radeon RX 580 Series (4GB VRAM)

RAM: 8 GB DDR4-2400 Geil EVO Potenza

Motherboard: MSI Bazooka B350m

OS: Windows 10

Try checking to make sure all your drivers are up to date and check to make sure your running the newest BIOS revision for your motherboard, Ryzen is still fairly new it's only about a year old and with any type of new hardware you always want to make sure your using the newest drivers or BIOS revision once it comes out.

Along with what I said earlier, what drives are you using? I had an older dying hard drive that had my CPU pinned at 100% usage and it was the fault of the drive since it was dying.
