Question My cpu is at 100% while transfering a file

i got an i5 8400 and when i transfer a file from my ssd to my hdd my cpu gets to 100% and it gets to 3 to 4 mb/s but the hdd and the ssd are only using like 60% and sometime the transfer speed is 100 mb/s and the cpu usage is 100%

Overly aggressive antivirus ?

i don t think the problem comes from the transfer because i don t have any antivirus. sometimes when i am watching something on chrome 1080p my cpu hits like 80 %
