Question My Cpu is at 70*c at 30 percent usage

I recently installed an AMD Ryzen 7 2700x Processor. What troubles me is that despite having the beefy AMD stock cooler (Wraith Prism), my temps and my fan speed is high. What can I do to fix this issue ?

Remount cooler with fresh paste?

What workload is this?

I was using my simulator and my cpu ran at 30% at 70*c. Would a wrongly mounted cooler be the cause ?

Btw, I wasn't using fresh thermal paste when I mounted the cooler (there was preapplied thermal compound).
