My CPU is autolocked at 3.5 ghz

I want to know how I can make my fx-6300 not lock at 3.5 ghz because of the fan loudness. How could i use amd overdrive to make it go for example 1.4-3.5 and nothing higher because of crappy stock coolers.

P.S. Dont tell me to reapply thermal paste that is not what im looking for

Reset your BIOS settings to default, and make sure your Windows power profile is set to "balanced" and not "high performance" and it should downclock properly. If it still doesn't downclock, make sure AMD's Cool & Quiet is enabled in BIOS.
