Question My CPU is going to 70 degrees while doing the simplest tasks. Why is this happening?

I just built a new PC and when I ran it for the first time I noticed that my computer is a bit louder than I expected. After I installed Windows and installed the drivers i checked for the temperature of the components cause my CPU fan would randomly ramp up for no reason. The temperature of the CPU was fluctuating from 67 to 70 degrees when doing the most basic things. Also I can't quite distinguish if its the cooler of the cpu that is this loud or the coolers of the GPU. I need to mention also that the gpu temperature is stable at 30 degrees and I have a stock cooler with stock cooling paste. My specs are these:
CPU: AMD Ryzen 5 3600xt
MB: Asrock B550 Phantom Gaming 4
GPU: Gainward Geforce 2060 RTX
RAM: Corsair Vengeance LPX Dual Channel 2x16 GB DDR4-3200
PSU: Super Flower Leadex III Gold 650W

Any solutions?
