My cpu is limited by motherboard (i think)

So i have a i7 4510U on my laptop which supposed to be performing at 2.6 ghz (up to 3.1 ghz) but the problem is mine runs at 2.0ghz maximum which causes (i think) other parts such as Gpu to not performe or overheats. i checked the bios and i saw that its limited to 2.0 ghz and the problem is that i cant change it i tried every solution possible (besides flashing it) nothing works , i cant change it.
Specs : Processor Intel(R) Core(TM) i7-4510U CPU @ 2.00GHz

Video Card AMD Radeon R7 M260

Video Card #2 Intel(R) HD Graphics Family

RAM 8.0 GB

go into advanced power options and change the power plan to high performance, also plug your laptop in, while testing, as unplugged laptops cut down on performance to save power. Bottlenecks of any kind do not occur in laptops
 
already tried but doesnt change anything , i thought it was that in the beginning but when i checked my power plan it was set to performance , that"s when i checked that the bios limited my cpu and i couldn't be changed by any means

Sounds like it isn't doing any turbo. Have you checked your temps, with a utility such as Core Temo? (www.alcpu.com/CoreTemp)

Is the CPU running at 2.0GHz max during CPU only tasks or while gaming and using the GPU as well? During gaming the compute may go off of total system draw between the GPU and CPU. Normally the GPU is needed more than make turbo from CPU for best gaming performance.
 
Even while gaming the cpu is limited to 2.0ghz but the temperature goes up while the perfomance is very poor (it goes up to like 97) then pc shuts down i changed the thermal paste but nothing seems to work
