Question My cpu is not getting enough volt

Hello! My cpu is i5-4460 and the motherboard is H81M-S2PT, my processor has 0.708V only in the bios and in windows, im not sure why it's doing this but i replied thermal paste and tried disabling some power saving options and nothing worked so far.

What about under load ?

Are you having any problems with the cpu? It is supposed to adjust the voltage to manage power and heat efficiently.

what do you mean by that? the cpu is working on 0.79Mhz and is running really slow, i need to open a program called "trottlestop" to give the cpu full volt and work again,
but the cpu still seems slow even after that program, before the cpu got low volts it was running smooth and fast, now it's the opposite. what do i do ?

the cpu was running smoothly before it got low voltage by it's own, i changed windows two times, i put the power plan on high performance, and still it has low voltage.

Sounds like a failing motherboard, VRMs to be specific.

May be mobo or cpu but i had a similar problem but it came from my power supply.My pc would just crash cause psu didn't apply enough volts

What is the exact problem you are having with the PC? The low voltage is probably just a symptom and not the cause.
