My Cpu is randomly running at 100% with many applications. Even after a full reinstall of Windows.
I don't know why it is doing this. It randomly happens. I just cant get it to go down. I thought a full reinstall would but it will not.

My PC:
Cpu: i5 9600k (4.6 overclock)
Graphics Card: GTX 1080 (200 Core : 500 Memeory)
16gb ddr4 ram
MSI Performance GAMING Intel 8th Gen LGA 1151 M.2 D-Sub DVI DP USB 3.0 Gigabit LAN CFX ATX Motherboard (Z370 GAMING PLUS

I have no idea what is causing this issue because nothing from my previous install is on my pc now.
Also everything is running stable as of this thread. Its just my applications taking all of my cpu that worries me and doesn't allow me to do much.

Is that the video capture device? Some software does take up processor usage when idle, so it does vary.

Spikes to 100% CPU usage isn't itself a problem as long as it comes down after the task (which seems to be the issue you began with). When a task does spike and doesn't come down, check Task Manager and right click for details to see if more information can be gained.

Every time that the cpu goes below 100% is me tabbing out of the game to look at it more thoroughly. it usually goes to around 80/90% which maxes out the rest of my cpu. even with nothing else running it does this also.

Can you be more specific on getting more details from the cpu. I am not that good with computers and don't quite know much technical stuff about this. Tomorrow I am probably going to contact a computer repair shop in my area and try to get it fixed. Answers would still be very appreciated.

In my previous response it's in Task Manager. Right click on a particular process to bring up a pop-up menu and choose "Go to details".

As for tabbing out of a game to look at Task Manager, depending on the game it may drop as you've noticed. While in-game the CPU usage depends on the type of game it is, so it could be a more CPU or GPU intensive game. Personally I would use something like MSI Afterburner to monitor system resource usage while playing a game, and if troubleshooting have it log the results. I personally monitor CPU, GPU and RAM frequencies and usage; CPU and GPU temperatures; fps and frame times; and page file. On the current information from your description and the picture, I can't see something which seems to clearly identify an issue. (There could be something I'm overlooking.)

If CPU usage spikes and stays at 100% for something like Chrome/Firefox/etc. it would definitely be a noticeable problem. But for gaming it isn't necessarily a faulty hardware component. You do state "with many applications". Depending on what they are it could be normal. Hard to say without knowing what they are.

Many applications include things like OBS. Epic Games Launcher. and a few others that I cannot remember on the top of my head. When they are idle they take up a considerable amount of CPU usage and I have never had this happen with any of my computers in the past. Being Cpus like an i7 7700k and a i5 6600k. This is the first time this has ever happened and it annoys me because I cant even stream and play at the same time because all of my cpu is being used. To the point of where Rainbow Six decides to stutter and is borderline unplayable. Seeing that it has more cores then the previous cpus I have used. I would wonder if that would be a causing issue for this.

On the other hand a game like Fortnite was running at 50% cpu usage and it weirds me that Fortnite basically running fine with no issues but Siege is running at 100%. Something I am not used to at this stage.

AS of now. OBS is my main issue because it stays at an idle of 20% while its just open doing nothing but sitting on my second monitor. As of now my Epic Games launcher is running fine but before my wipe it was running unusually high.

You've got a good comparison point with OBS at least. (The closest for me was when using CAM to monitor system and it was very CPU intensive compared to other hardware monitors.) But a quick search suggests quite a few others have had a similar issue. Could be worthwhile seeing if the OBS forums have more insight into it if others here don't.

With the others I assume the drivers are all up to date? I've had incidents where a game dropped frames because of an odd game file issue, where verifying the game files would resolve it.

I came across this for Rainbow Six Siege: http://www.logicalincrements.com/games/build-pc-r6s-rainbow-six-siege
Seems like it can take advantage of additional threads. Whereas I imagine Fortnite was coded to run on a more modestly specced PC.

It seems the more I add to my OBS. The higher the cpu usage is for said program. I know this happens with all programs. the more you add the more its going to take. But instead of jumping a bit for adding a Camera or doing something like a new scene. It is jumping to 20% or 30% from its now 10% cpu usage. As for Fortnite. Its running fine while something like Rainbow Six is having an issue of taking all my cpu. For Siege. I am just going to contact Ubisoft for this.
