MSI Z97 PC MATE
Cooler master B500

Solution
Either you've used too much paste, or too little (IF this is a reinstall of the stock cooler and you've properly cleaned off the the old TIM and reapplied fresh thermal interface material), or the heatsink is NOT correctly seated, even if you think it is. The only other possibilities are that you have no intake fans bringing cool air into the case for the CPU cooler to use, the CPU fan is not running correctly or your are overclocking, which should not be done on a stock cooler. There are really no other possibilities.

Often either one of the pins on the stock cooler is NOT fully pushed down into the motherboard, one of the fasteners is not fully seated or one or more of the eccentric cam on one of the four corners is not turned correctly to the locked position if it has that style of mounting system, which yours should.

If you installed, and then removed, the heatsink, at any point, and you didn't clean off the original thermal compound from both the CPU lid and heatsink base using isopropyl alcohol or thermal compound cleaner, then you need to do that. Once that cooler is released from pressure or removed, new compound needs to be applied.

75°C is way too high unless you're running a stress test like Prime95. You should never see 75 degree temps in Chrome. Is that Celcius or Fahrenheit you are using? What are you using to monitor temperatures?

What case are you using and how many case fans are installed? What direction is each fan blowing? Have you tried removing the side panel to see what happens to temps then?
