my cpu is running at 3.4 Ghz

My CPU is running at 3.4Ghz speed and it should be running at 3.8Ghz base speed and at overclocked should run at 4Ghz or so... PLEASE help, in bios i have game boost on however it does not seen so effect the speed at all. also in bios it says the speed is 3.77Ghz?? i dont really know why but i dont really know a ix, also i struggle to stream as it causes some lag issues.

-AMD Ryzen 7 1700x
-Samsung Evo 850gb SSD Drive
-Corsair (2x4) 3200Mhz Ram sticks
-NZXT S340 Case White
-B350 Tomahawk Arctic Motherbord
-Corsair 550 Watt Power Supply
-1Tb Western Drive
and windows 10 64 bit

You are running a strong cpu on a budget mainboard. The b350 mainboards aren't known for a good vrm design, therefore the 1700x might be putting to much stress on them causing them to overheat. The result is throttling on the clockspeed.

Better get rid of the board and buy a x370/x470.

im not sure though as it had previously run at 3.8Ghz Any other solutions?
