Question My CPU is running at a fraction of its speed

Last week it was fine, tried to get on last night and couldn't do anything. It took 5 minutes to boot, and opening anything once it did took forever. Opened task manager and everything was fine except for the CPU. It was at .79ghz instead of 3.6ghz.

I did a bunch of things, then I booted into safe mode. CPU was back to normal at 3.6ghz.

How can I identify what is causing this extreme bottleneck to my CPU?

Sorry for the delay! Specs are as follows:

Asus Maximus VI Gene Mobo
Intel Core i3-4160 3.6GHz CPU
2x G-Skill Ripjaws X DDR-2400 4G (CL 11-13-13-31)
NVIDIA GeForce GTX 660 2GB Video Card
Cooler Master 500W PSU
Windows 10 pro 64-bit (Version 1903)
 
Try reinstalling all the Intel drivers with the newest versions and if that doesn't work you could try using older drivers. You will need to confirm the actual driver versions just in case Windows 10 decides it wants you to use different drivers that are causing the possible problem. If it does change the driver again, you will need to force Windows to use the drivers you are installing by disabling the automatic driver update. You may also want to change the group policies to not update drivers from Windows update since Intel is unlikely to have a new driver for such an old platform.
