My cpu is running fast

I have i5 4690k and it's running at 3.7 - 3.8 ghz for no reason it also heats a lot (50-55 degrees) I have stock fan and i am scared all of this happening on just desktop there isn't any game on.

Edit: I figured out the problem. I installed a program called extreme tuning utility that automatically set the cpu settings to high performance when i changed to balanced again my cpu is running normally

That is the turbo which is 3.9Ghz max. Below 60c is great and really it doesn't get hot until 80c. You could overclock your CPU. If your worried get an M9i cooler which is on par with my CM212.
