Question My cpu is severely underclocked

I have spent all day trying to get to the root of my frame issues and I have found that it is an underclocking issue. Some games I play underclock my CPU to .79 GHz. I found a temporary fix in throttle stopper which I had to disable the BD prochot but this did not last long. I have stress tested my CPU and found that even at 100% usage my CPU was not even reaching 60 c, so its not a thermal issue. I've reset my bios to make sure I haven't done anything to it but that didn't work either. I'm afraid to disable bd prochot in bios because from what I've read its not a smart thing to do( if it is please let me know and I will do it). I've hit a roadblock and need some help.
