My CPU is throttling to 1.0 GHz and I don't know why

So earlier today I randomly tabbed out of CS:GO. I tabbed back in and instead of getting my usual 400+ FPS I was averaging highs of 80-90 FPS and lows of 10-20 FPS. After a little bit of benchmarking I figured out that my CPU is almost always running at 100% when I attempt any mildly demanded task. My specs are: Core i5 4590 (3.3GHz), 8Gb Crucial Ddr3 RAM, Nvidia GTX 1050 Ti. Anyway, so I ran CoreTemp and figured that my CPU just won't go above 997.44 MHz. I am running windows 7. It is not throttling because of temp as my CPU will throttle while still at 30-40C.

Attached is a picture of the benchmark that I ran. If it has any correlation my disk is having bad performance as well. The answer is not malware as I have run a Malware Bytes scan and it has come up empty.
I really need an answer as quick as possible please.

Can you show the disk windows of task manager?
Try use another sata conne tion.

Check Window's energy plan and third party software that can be limiting your CPU usage. You can also try to update your MoBo BIOS. Can be a MoBo software bug, a Windows bug, a faulty MoBo...

Run HWINFO in sensor mode and tell us if your " core ratio's " are above x8. if not then you will have to check using ThrottleStop and disable "BD PROCHOT" and check HWinfo again, if that works then your answer is simply a sensor on your board (see it before) is acting out reporting motherboard over temperatures cause it to underthrottle the cpu.
