So earlier today I randomly tabbed out of CS:GO. I tabbed back in and instead of getting my usual 400+ FPS I was averaging highs of 80-90 FPS and lows of 10-20 FPS. After a little bit of benchmarking I figured out that my CPU is almost always running at 100% when I attempt any mildly demanded task. My specs are: Core i5 4590 (3.3GHz), 8Gb Crucial Ddr3 RAM, Nvidia GTX 1050 Ti. Anyway, so I ran CoreTemp and figured that my CPU just won't go above 997.44 MHz. I am running windows 7. It is not throttling because of temp as my CPU will throttle while still at 30-40C.

Attached is a picture of the benchmark that I ran. If it has any correlation my disk is having bad performance as well. The answer is not malware as I have run a Malware Bytes scan and it has come up empty.
I really need an answer as quick as possible please.
