My CPU is underclocking

My CPU usually underclocks to 1.4 ghz for some odd reason and i switched thermal paste and yet nothing changing

Specs:
Intel Core 2 Quad Q9650 (3.00 ghz)
4 GB Ram DDR3
Gigabyte G41-M Combo
Hard WD 500 GB Green
and Windows 10 Pro (not activated)

Your CPU is clocked per the requirements of your machine. At idle or when running a light program you will see clocks below the speed of 3.0GHz. This is normal.

If you want to see 3.0GHz at all times then set your power plan to “Performance” and your system will run the CPU at its max speed.

I agree but the power setting is actually "high" performance. :]
