My CPU is using 80-100% of core 0 as soon as it boots

Hi, I have a laptop and as soon as i boot it up and go into task manager it is using anywhere from 80-100% of the CPU. also i had a look at temps of the CPU and it seems to be running at about 60c is that too hot?
I use FL studio and it all worked fine for months and now it just cuts out and powers off on me randomly, I have a feeling it could need a redo of thermal compound but if anyone has any ideas please let me know!

I have noticed that windows will use up a lot of cpu on occasion.
I found it related to looking for available updates (I am using windows 7)
Turning off notify me about updates solved the issue.
Now, when I am ready for updates is when I explicitly look.
If you are on windows 10, this always happens automatically, I do not think you can control it.
If you are on windows 10, the privacy settings are nasty if you have not turned a dozen defaults off.
Google " windows 10 privacy"
The defaults let MS use your pc to redistribute updates to others.

If your cpu is a modern Intel, 60c. does not seem to me to be too hot.
At idle, I might expect 10-15c. over ambient if the cooler is working properly.
Laptop coolers can get dusty, so cleaning it...
This has nothing to do with your thermal compound.

Look in Task manager at what processes are using the CPU and let us know. A screenshot of it would be good too. Then we can diagnose from there. Could be a virus, could be a corrupted virus scanner, could be anything.

One other thing to check is malware.
run malwarebytes free edition.
