Question My cpu its moving and starts and shuts without displaying anything

i have i5 8400 and with i little shake it goes to the start-shut state until i remove my cpu cooler to jiggle my cpu.
Any idea what is going on and possible fixes?

well my cpu is pinless and doesnt have those gaps.
