My cpu not to use max turbo frequency

hey everyone i use laptop and i have i5 3230m.
This cpu max frequency 3.2 but my laptop use only 3.0 ghz so interesting and also i enable turbo manually cuz windows not to enable automaticly
My stock cpu (older cpu) i3 and i upgrate it to i5 and now thatsa problem pls help me

My understanding is that chip will only boost to 3.0 GHz if both cores are heavily used. It will boost to 3.2 GHz on one core only. You might see a higher boost if you use a single core app. Then again, since it is a laptop, temperature regulation by the BIOS will be far more aggressive.
