My cpu only even runs at .8 GHz but it is supposed to run at 2.8 GHz

I have an lenovo legion y520 laptop with and intel i7 7700HQ @ 2.80 GHz but only is at .8 GHz. This always happens when idle and when stressed. The temps are at about 35-40 when idle and 45-50 when playing a game. My settings in windows say to use 100% of my processor. In my bios settings i can't find anything about my processor speed.

Strangly if you look further down in this forum there is someone having the exact same problems. Stuck at 800mhz on an i7-7600 I believe.
