[SOLVED] My CPU spikes when i use it. (When i play a video or its just staying its at 1-3%

I have around 2 years since i have this pc. My cpu started to spike when i do something suddenly (after 1 and a half year of usage approximate). Is there any way to make it work faster. When i open Task Manager it jumps at 90% usage and goes down quick.
I have a I7 950
Motherboard Asus P6T Deluxe V2
GPU Radeon RX550
Windows 10 on a samsung ssd
Power Supply 1KW from Newton Power

when the processor actually does/opens/starts application, be it task manager, notepad, Word, anything, it is normal for usage to briefly go up on from 1-4 cores, then back down when it is done....
(FYI, even my own 7700K shows 100% usage for 1/4 second whenever I open task manager the first time after boot, then ~84% usage for subsequent openings, likely as a result of some of the required specific software being in CPU's cache)

Thanks. I just changed my windows before i wrote the question and it's working a bit faster but i thouth it's bad that it does this spikes
