so I fixed it by turning off XMP in bios. I cant believe just having my RAM run a bit faster makes my CPU 10 degrees hotter. I wish there was another way to get my RAM to what it should be. Without XMP its dual channel @ 1066 Mhz, with XMP it was 1500 Mhz.

95c is still below max temp, but it's very close and I would advise finding a way to bring it down at least a little.

Put your hand on your cooler's radiator when it's that hot - is the radiator hot? That would suggest your cooler is inadequate, and you might upgrade to something like a Cryorig H7. If it isn't hot, that would suggest the heat isn't transferring effectively from your CPU into the waterblock, in which case you might choose to remount it with fresh thermal paste.

this pc is about 1 week old. When its running that hot and i put my hand back there I just feel some warm air coming out

How warm is the radiator itself, when you put your hand on it?
