My CPU Utilization is Stuck on 25% on FULL LOAD

Hey guys, I have a problem with my CPU it all happened when I left my PC for a whole week without touching it, I came I noticed very high drop in PC performance, I checked on my GPU and CPU usage, The GPU seemed to work perfectly, unlike the CPU it was never going above 25% I really don't know what to do Could it be a problem from my power supply or my CPU is dead, one thing to note I don't i have any temps issues, thanks in advance.

CPU: i5 6500

GPU: ASUS GTX 980

Check your power plans. Maybe it set itself to max 25%.

its not the case I made sure that its not on 25%, could it be my CPU that its dead ?
