my cpu voltage drops up and down, please help

cpu: Athlon 860k

ram: 8gb 1600 hyperX black

recently I had overclocked my Athlon 860k to 4ghz with my motherboards x turbo boost mode. I knew this was not the best idea so I disabled OC mode in the bios and turned off x boost mode and I my voltage ever since has been dropping up and down during idle. I have not tested it in a game or stress test as I'm too scared it will break but sometimes the core voltage drops to 0.300/0.400 and then jumps back up to 1.300 volts on idle. is this normal? if not how do I fix it?
