[SOLVED] My CPU wont go over 99% when under load.

Hey, so I got a r5 2600 on 4Ghz 1.375v (ASRock B450 Pro4) (not the best, I know) and I tried some stress tests when checking for stability when I discovered even if I use Cinebench R15 or R20, or AIDA 64 CPU test, my cpu just wont go over 99%, I tried 3 windows power plans ( max performance, ultimate performance, balanced) none of them helped my situation, so now I am wondering whats wrong and should I be scared maybe somethings is wrong.
 
Solution
I tried all 3 of the power plans that I already mentioned at the first post, and in all 3 the cpu minimum and maximum limit is set to 100%.
It might be your motherboard's VRM as they are pushed to the limit with a 4Ghz overclock and 1.375V. But anyways 95-96% usage is normal and that 4% won't make any FPS difference in games.

What % is it at? Try Prime95 and watch temps and %.
