Question my cpu wont run at base clock

Hello,

I cant figure out why the cpu is not running at base clock on rest.
I got the 8700k and the base clock is 3.6 Ghz but the clock speed is jumping between 4.3 to 4.6 Ghz.
This is after I set everything in the bios to default except XMP profile. (it also happens without XMP profile)
My specs are: i7 8700k, maximus x hero (wi-fi ac), G.SKILL 32GB (2 x 16GB) TridentZ Series DDR4 3200MHz cl14, gtx 1080 ti asus strix, seasonic 1200w psu.

I appreciate any help.

On high performance minimum power state is increased so that's why your cpu is clocked higher.

If not happy with 0.9/1.4GHz on balance, change minimum power state. Think it's like 5% on balance? Increase minimum until you're happy, try 8% and see how you go.

Thank yo for your help,

I did change the minimum gradually from 5% up to 100% and only when I got to 100% the rest clock got to 3.7 Ghz (and the boost is 4.7).
at first, I thought I need to do changes in the BIOS.
