My cpu-z and my system at Windows show diferente speeds on cpu.

Hello well my problem is that I'm. Overclocking a ryzen 7 1700 and I was following a video and a guide for overclocking but I don't if I mess up something cuz my system at Windows and bios tells that my cpu speed is 4.0 ghz but my cpu-z or hwmonitor o ryzen master shows 1550mhz so I don't what's is happening and I'm running prime 95 and doesn't have a problem atm. If you have changed P-states, you probably run into 1550MHz bug in BIOS. Wrong or changed P-states can do that. When OCing you are also supposed to turn off all C states and other power saving features.
