I would like help on my pc build. I have questions about my fps bouncing all over the place and wondering if i should upgrade my motherboard and get a better gpu to share the load.

That depends on what system your running because the mobo won`t really help the card perform that much better...

also The monitor is an Acer Full HD 23.5 inch IPS.

Fps should not be bouncing around on that system... That system is fine, could be software or drivers...

i have updated all the drivers on the graphics card. I recently downloaded a antivirus software that has a gaming mode built in but haven't tried it yet. is there any software i should look for or a way to test out which software would be causing this?

I also was looking to change it to an intel i5 due to hearing that for gaming the intel processors are sometimes better. Is this true?

In a lot of cases, Intel is better than AMD for gaming by quite a margin. You'd have to replace your motherboard with an LGA1150 socket motherboard in order to switch to an Intel i5 processor ofcourse.
