My Custom PC won't start

Have even done everything on the "try these before posting thread." Anything helps, I followed every step to build it and no luck.

When I turn on the power supply nothing happens at all. No sounds, fans moving, or lights.

Try testing the power supply: https://www.youtube.com/watch?v=5FWXgQSokF4
See if a fan connected to it does spin.
If it does, try testing the board outside the case, for ruling out a short.

Power supply is fine, now gonna build the pc outside of the case🙁 this really sucks hope I figure it out.
