Question My DDR4 memory is running at half speeds

I have to 8gb sticks of Trident Z RGB that is supposed to run at 3000mhz. When I went to check my speeds in windows, it told me my ram was running at 1500mhz. I updated my bios and changed from the automatic D.O.C.P. settings to a manual overclock of 3000mhz, and it still shows 1500mhz. If I try going up to 3200mhz windows will show 1600. I have no idea what to do so any help will be much appreciated.

1500 * 2 = 3000
1600 * 2 = 3200

It is working as advertised.

try tweaking with your motherboard settings in bios , like oc , xmp , amp and so on
