My dell inspiron 3420 can only run windows 7 starter

my laptop can only install starter, it has 2gb of ram and dual core 2.4ghz processor

NO IT HAD RUN WINDOWS 7 ULTIMATE 32 BIT TOO BUT NOW IT CANT EVEN INSTALL WINDOWS 7 HOME BASIC OR OTHER, I THINK IT MAY BE THE PROBLEM OF RAM CAUSE 1 SLOT OF RAM IS NOT WORKING AND IN ANOTHER THERE IS CONTINUOS BEEP
