my dell inspiron all in one 2020, no power going to my usbs

First, I have a black screen. my wireless keyboard and mouse does not work. I tried to use a ps/2 mouse and also connected a keyboard to my usb ports. nothing happen. I hope this is enough information. There is no power coming from my usb ports.

With a black screen and no USB power......are you sure the unit is actually turned on? If so, what gives you that impression?

I took my computer apart and the lights on mob is on the power lights are also on cpu fan is working. I connected and vga monitor via usb nothing shows on my monitor. my hdd is also showing life.
