My Dell laptop 's fan makes a high pitched noise, what shall I do ?

Hello everyone, I have an E6440 with i7-4712MQ...The fan which is connected to the heatsink makes a high-pitched noise sometime(I don't see a pattern) and I want to replace it(Should I?) Is it the fan's fault or is it the CPU ?

If it is the fan, should I replace the heatsink or should I replace only the fan ? If I should replace the fan, which fan is recommended ?

First thing I would do is make sure it is dust free.

Higher end i7 laptops aren't usually quiet.
