My desk top Computer froze during factor reset then I restarted the computer but it is still frozen

So after haveing my computer for almost 3 year it stared to run much slower, so I factory reset it. During the reinstalation of windows ten it froze at 42% for about 3 and a half hours, I then decided to shut off the computer and turn it on again. it froze while loading the installation of windows, all I have on my screen is a please wait with a loading wheel on a blue back ground.
 
Resets have a habit of breaking. I would stop it, its not doing anything now. Best idea is a clean install since you were doing a factory one anyway.

on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

change boot order in BIOS so USB is first, hdd second
boot from installer

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished
