Question My desktop turns on and turns off immediately after pressing the power button, this happens only after I unplug and plug the computer from the wall

The computer turns on fine after I leave the PSU plugged in for about 10 to 15 minutes. Everything works fine after that and it does not shut down. If I shut the PC down but leave it plugged in it turns on just fine but if there is a power outage or if I unplug it during a thunderstorm(as in turn of the UPS and then unplug the UPS) it fails to start when I try and turn it on again. I'll have to leave it plugged in before it can start again. I also noticed a faint burnt smell when I get extremely close to the PSU and the motherboard seems fine, no blown capacitors or anything else, all components work fine too and no random crashes are noticed when the PC is up and running. Even under a constant heavy load, everything works fine.

RAM: XPG 4 x 8GB DDR4 kit@ 3200mhz
GPU: RTX 3070 Asus KO OC v2
