My display is pixellated on all apps but runs great with games

I am running Windows 10.

My display is on my PC is very pixellated when running simple things like Chrome, Sublime Text, Adobe Premiere Pro, etc. I have uninstalled and reinstalled drivers many times. The Graphics card was bought used, but I can play games at the highest res and high FPS so that makes me think that is not the issue.

After going into your Display settings by right clicking the desktop, is your resolution 1920x1080? Many games will play at this, but once they are closed your windows resolution may be lower.

My display settings are set to 1080p in both the desktop display settings and the NVidia control panel.
