[SOLVED] My diy pc won't boot up ?

Hi..I built a PC today and it won't boot up after I assembled it. ?
The specs are :
Mobo : ASUS H310m-e
Graphics : Zotac Gtx 1660 6gb
Cpu : i5 9400f
Hdd : 2TB WD
Ssd : WD 240GB
PSU : Corsair 550 Watt
Ram 2400mhz 8gb Hyper X fury x 2
Cabinet : Circle Eleganator ATX
Now the problem is that after I assembled everything it won't boot up . The CPU fan is spinning , the graphic card fans are spinning , the PSU fans were spinning fine but for some reason it won't boot after that . I checked the monitor cables by connecting with another pc and even laptop and it worked fine.
I checked with single and dual ram sticks .
I replugged all the cables from psu to the motherboard .
I unplugged and reconnected all the front panel connectors to the motherboard as mentioned in the motherboard manual.
The only reason where I think the problem lies is that the motherboard is designed originally for 8th gen Intel CPUs , and some Amazon reviews stated that it supported i5 9400f out of the box . Now I don't know what would happen if I try to boot a 8th gen motherboard with 9th gen CPU.
Any help would be appreciated ?

Board probably doesn't have the proper BIOS to boot the 9400f.
Need a board that already has a proper BIOS ready for the 9400f.

What about he CPU fans spinning ?

It means that the BIOS version on board does not support the CPU you bought.
Here's the list of supported CPUs https://www.asus.com/us/Motherboards/PRIME-H310M-E/HelpDesk_CPU/
On the right column (Validated since BIOS) you'd find the required BIOS for each CPU.
Choose one supported by 1002 (1002 or less).
Yeah! The board is made for 8th gen Intel CPUs but some product reviews for the motherboard stated that it was updated out of the box and supported i5 9400f

Any chance you know anybody with an 8th gen cpu you could borrow for a day ? Otherwise even a local tech store could possibly do it for you ( maybe for a small fee ) , at least here local stores do it.

Yeah ! I will be taking the CPU case to a nearby tech store and he will probably get the bios updated for me and also fix the CPU case fan cables for me cause there are like 3 case fans and only one chassis fan connector . But anyways thanks for the suggestion.
