My speed is 76 mbps, i tested on speedtest.net, but when i tried to download a file from oceanofgames, i only can download fron 1-3mb/s. How could i improve this.

Solution
Maybe its a good thing it runs slow so you don't manage to actually download a virus or malware. It is a obvious software theft site and most those are littered fake stuff that will destroy your machine.

The reason it runs slow is they likely only have small internet connection and you are competing with all the other idiots trying to download their virus infected software. The limitation is on the server side you can do nothing unless maybe they offer a pay service to get faster downloads.

You're comparing with two different units. 76 Mbps = 76 Mbit/s = 9.5 MB/s, because 1 byte (B) = 8 bits (b or bit). On the other hand, 1 - 3 MB/s = 8 - 24 Mbit/s. Lowercase or uppercase "b" matters in this case! Network speeds are given in bits/s, download speeds usually in bytes/s.

Secondly, the speed of the connection is limited by the slowest link or system on the path from the server to you computer. In this case the limiting factor is probably the server's performance or its network bandwidth (divided amongst all the people downloading at the same time).
