My Download Speed Is Slower Than It Says

I did a test on multiple different websites of what my download speed was and on average it's about 17 megabytes per second and when I download something on steam it always tells me my download speed is peak 2.2 mbs, any solutions?

Are you getting MegaBITS and MegaBYTES mixed up. Because 17 Megabits (Mbps) would translate to about 2.2MByes/sec

Your ISP and speedtest.net reports in megabits
Steam reports in megabytes.

Approx 8:1 ratio.
2.2 * 8 + ~17. Absolutely nothing is wrong.
