my dvd ram will not open

my dvd will not open I have toshiba c55d, with Matshita DVD ram UJ8G2 WIndows 8.1 upgraded to windows 10

It doesn't open by physically using the button? Or via software?

Does it open/release when you insert something (like a paperclip) in the hole to trip the eject mechanism?
If so, inset a disk & close it up - is the disk recognized?

If a disk is recognized, you may simply have a problem with the button/mechanism.
If it's not recognized, you may have a connection problem with the drive.....or a drive that has failed.

I have same exact problem with win10 .
Once you start using the DVD-RAM, the drive continues to spin and laser is always on and can not eject the discs.
Also PC can not shut down it can not do, so only way is to power off power button. Then on reboot win10 has errors it must fix the OS.
