I switched to a gigabit plan with xfinity the other day and my ethernet was working perfectly on that day, then out of the blue at 3 am that day my ethernet speed dipped drastically and hasnt worked since.

Solution
Its a wifi modem and its supposed to support both. The model I have is Technicolor CGM4140COM . I did internet speed test just now with my ethernet and it capped at 0.02 mbps and then the test failed. Also my wifi with the same test had 340 down and 40 upload. I dont know what to do as I have called xfinity support and they ran tests on the modem and have said its a problem on my end because they said nothing is wrong with the modem.
This is a modem router combo, not a straight modem. I've also read that these have a bit of an issue with overheating. Try unplugging it for a few hours and let it cool down. And once you plug it in again, run the wired test in the first 15 minutes and see if it changes.

how “default” are the computers settings and automatic updates? Is the computer a pre-built or you assembled yourself from the ground up? Check the task manager and.. well my PC isn’t hooked up right now, but one of tabs on task manager (control, alt and delete).. click one of tabs until you see small graphs. There should be a Ethernet section or graph that will tell you how much mbps your computer is using and even when idling. It will tell you the mbps transfer rates, and provide what you are finding. And watch the graph, especially when the internet “is slow”. Use a small web site that has a small web page and see if it loads, see if the
It sits at single digit kbps but when i do speed test it jumps to a max of 1.9 mbps for a second and then back down to kbps and even drops to 0 sometimes

Do you have any other device you can test speeds with. Is it only this one computer or are other devices affected.

A couple things you can try to test if it is only this one device.

Copy files between machines in your house and see what rates you get. Large files tend to be a better choice.
Use a old line mode program called IPERF to test transfer speeds between devices. This is a simpler test in some ways but requires you load the iperf app on 2 machines.
If you still don't get any ideas you can try to boot a USB LInux disk image. This is purely to see if you have a hardware issue or if it is something inside of windows causing it.

Well you said the internet was workin. Your computer has to be downloading something without your knowledge, or the coax cable is no good or the jack or splitter is acting up. Have tried to access the router/modems settings and see what might be going on?

I’m not sure what I should be looking for in the modem settings

If you know the IP address, you can have a better idea what's going on. Though what you probably want to look for just for a simple acknowledgement if some type confirmation that it's connected/online. If you don't know it, go to command prompt on windows and type "ipconfig -all" without the quotation marks. Look for the default gateway address the format would be 0.0.0.0, but type those numbers into the address bar, and it should bring up the modem/router user interface for configuration.

I went to my modem settings and it does say my pc is online.

There's no way that's just a modem if you have wifi on it. And to have 100% packet loss with wired and none with wireless is even more confusing as that's generally not possible.
Its a wifi modem and its supposed to support both. The model I have is Technicolor CGM4140COM . So I figured out the issue. It turns out the cable guy used a splitter for our coax cable and was splitting the internet to people living upstairs. I removed the splitter and directly to my modem and everything works now!
