A motherboard swap, usually means a clean Windows install. You will be chasing ghost problems like this until you do a clean OS install. So I just built my new pc (went from a fx6300 with some 970A gigabyte mobo to a Asrock b450 pro-4 Ryzen 2700x) and when I booted into windows my ethernet didn’t work or show up I’ve tried all I could but I’m not sure

Unknown. A "reused" Windows install and unknown incompatibilities and performance issues with a new motherboard. You might get ethernet but not sound. Or you might get poor performance. Or blue screens. There is no way to predict. Also would a usb 3 to ethernet fix all my problems because all that feels like to much work
