My external hard drive wont format

my external hard drive will only do a quick format not a full

Use a Linux LiveCD and use that to wipe the partitions.

I am not sure if this will work, or not. But, i would try deleting the existing partition. Then, i would make a new partition, re-format. try that? If you need partitioning software, The "knoppix" software is a free dowload and works great.
