My fame rate is too low for I7 4790k

I have a GTX 1070 from MSI and an I7 4790k. But I think my performance is too low given my setup. Here is a Valley benchmark result. I spent a lot of money on this setup and I am frustrated. My games seemed to have low frame rates only just recently. I am open to answering questions to get an understanding of this problem and I am open to advice.

Have you compared your results with others with similar specs?

Next thing to check is to see if either your GPU or CPU are thermal throttling

I have only compared it with one other person on the Internet, whose test and components were close to mine, and his testing was better. When Valley is playing, the GPU temperature is recorded to be at around 65 C and HWMoniter puts the overall CPU temperature at around 39 C.

Do you have a single stick or RAM or two 4GB? If its a single stick you are losing some frames by not running dual channel.

My ram is 2x4gb 1600mhz Kingston hyper x. What baffles me is the fact that I tried playing an old free game AA Proving Grounds which normally runs fine for my system but today I got sub 60 fps performance and it was basically unplayable. The Heaven benchmark provided results that also troubled me, as I've shown above.
