My fans don't spin until it force reboots

I have the MS I GTX 1070
I can play gmod fine. The fans don't spin. Then if I run pubg,gtaV or Days, it force reboots then the fans turn on.
I've tried a lot of stuff but nothings worked. I've been using it for 3 days also. It also gives me a message when i start it up that it the display diver isn't working or something and to update it. But there is no update. I really need help. I spent too much money.
I've also installed msi afterburner to make the fans spin. So now even if the graphics card is cool. When the mhz get to like 1900 it reboots. I don't know what it could be.
 
Solution
I think you would need someone to check your computer and diagnose it in person. There seem to be several problems, hardware problems. I'd take the computer to a shop and have them fix it.
Seeing as you probably have a drivers issue, as the error message you are getting is telling you, you should uninstall the current drivers and install new ones. To do this, use the DDU tool (follow this guide: http://www.tomshardware.co.uk/faq/id-2767677/perform-clean-install-video-card-drivers.html). Hopefully this will solve the problems. I actually just unindtalled the driver with Ddu she reinstalled one. It still does it.
On the msi gaming app it says MHZ get to 1900 and up then it restarts. But when I did this. It didn't get rid of the display driver failed message
 
Please let me know what PSU you have. If i understand you correctly, when the card's speed gets to a certain level, around 1900 MHz, it reboots: the faster it goes, the more power it draws from the PSU. Maybe the PSU is not powerfull enough, or not good enough to keep the GPU working.

Also please let me know what the exact wording of the error message you are getting is.
 


My psu is a CX500
the message says
Display driver failed to start; using Microsoft Basic display instead. Check Windows Update for a newer display driver.
I used it for 3 days and it played the games I wanted to play fine. The games crashed and it did restart my pc like 2 times before it did it every time I play a big game.
 


 


I've found out something else important. It's not restarting. It's just the display is think. Because I was playing a YouTube video. And after it was off. I could still hear the audio playing. Like while it does this, the lights are all on and stuff and the gtx fans are spinning.
 


But it does restart eventually
